I think you noted wrong figure, the actual figure is
For 1000 sft area building using Cement concrete/ foundation concrete 1;8;16 in foundation following material is needed.
1. Cement - 36 bags
2. Sand = 10 cum
3. Brick ballast = 20 cum
Now for calculation
1cement bag = 1.25 cft
For 36 bags = 45 cft for 1;8;16 45 x8= 360 cft where as 10 cum= 35.31x10= 353 cft
The bhathal measurement is not the way and one bhathal is not 1cft.For any further clarification you are welcome.

Your query is not clear, in my opinion you want to know that how many quantity of steel bars are used in RCC. The quantity of steel bars is different from work to work as per design. It is also differ in beam, column and slab etc. How ever in general the quantity of steel bars are 2.5 kg to 3 kg per cft.
