i dig 7 feet for foundation , but still plinth level is not that hard. can i use any other alternative(like pillars or beams) for double storey building | | |

You have not mention the area of building, if it is small house or ban glow or flats etc. In my view it is better to find out the bearing capacity of soil and design the foundation properly from any civil or structural engineer, who will design properly with provision of earth quack safety.

It is better to take design from structural engineer. From past some time, there is more earth quack felt and one should take care at the starting stage of building construction, you are constructing 2- story house and some time during passage of time, one want to make 3rd story, so foundation should be proper have no more effect on cost.
