In the sunken floor first lay the required pipes and repair the slab and side with coarse sand mortar. After curing the repir, let it to be dry and clean. After it the bottom and side should be painted with hot bitumen, than lay the cinder concrete and rammed it properly.After that lay lean cement conc and finally lay floor as per your requirement.
