Marriage hall land requirements

We are planning to construct marriage hall and  would like to know more about land dimensions requirements for construction, 

We had identified property that have total size of approximately 12000 Square Feet. East facing property .50*240. 50 feet frontage. Property located in outskirts of south chennai, Tamilnadu.

From government approval perspective, how much empty space set aside on either side of building. We heard that on both sides of building we need to 10 feet empty space? is it mandatory for approval in CMDA ?

And what would be ideal dimensions required for construction of marriage hall with 3 floors, one for dining, 2nd floor for marriage hall and 3rd floor for 10-12 rooms.
