This means that if the building height permitted is 15m, ie 49.5 feet, I need to finish the rest of the building within 47.5 feet ( 49.5 less 2 feet ), correct?

Thanks for your prompt answer. 

One last clarification: as per MCD rules, will it matter to them if they have sanctioned  on map to me height of stilth as X feet and building as Y ( total X plus Y) but I change X slightly to X+1 and Y yo Y-1 so that total still remains X plus Y?

so u can now calculate how much u can keep ur above road level..but keep a check on all levels as some contractors do this little mistake n mcd wont harm u in any way but it would be trouble for getting electricity connection if ur building height is above limits..so keep a check
