Hi Murthy,
Said to know all this, I m also a civil contractor, Always do paperwork.
The costing can be measured by the measuring the concrete roof for which he is asking extra. If there is no wall constructed then he has to give you discount but that is very minimum.

Dear Mr. Murthy, hello..! For such type of problem ,start from the cost of construction of each floor i.e. Rs 1280/- per SqFf. and what are the "ITEMS" included in it. for upper floors mainly these are 1.walls up to 10' height ,2 casting of lintel band at 7', 3.Roof slab casting 4. Plastering in side and out side 5.fixing of Door & windows,6 Flooring 7. Painting work 8. Electrification work and 9.sanitary & Water supply work according to plan....for Pitched roof and Pergola ...it requires a less no. of these "items" ...so include cost of the Items ,that are actually constructed, especially the height of walls..these are less than 7' ,on 3rd floor...Kindly consult your Architect to make it correct or take help of other qualified Engineer or Architect...I am sure it will solve your problem...Regards..
