    In my view, your builder sugestion is right. Take the width of shutter 1.25' to 1.5' as wide shutter take more space at the time of opening. Fix wire gauge window shutter inside and glass shutter out side.

Well it is right, that security issue will be there (not with these alone) it can be with other type of windows as well. It can be installed in all type of accomodations.

Security issue can be resolved with, steal grill fixed inside and Aluminum windows outside more appropriate will be sliding type.

As a builder I have been installing these.

But it will be the, choice of the owner,  budget and look of the building.
