Addition of a floor/storey to an old 3 storey house

We have an approx. 50 year old 100 sq yd house in Delhi. It now has 3 floors - grnd, first & second. Initially it had only ground floor. First & second floors were built over the period of years. But all 3 floors exist since approx. 30 years. We now want to add the 4th i.e. Third floor since it can now be added legally in Delhi as per my information. Thus, we wanted to know: 1) Is there any way to.
