RCC Pillar for Ground plus 2 floors

We saw a flats (Ground + 2 floors) for purchase. It has a 16 feet * 23 feet car parking area. Rest of the area in ground is converted to a home. In first floor there are two dwelling. One rests entirely on top of the car parking area. They have used 12 columns of which 11 columns are 9x9 inch and 1 column is 9x12 inch with M15 grade concrete. The columns are about 5 to 6 feet apart. Is this OK or .
