Using MSamd slurry for filling house foundation.

Is MSand slurry (wet & rubber type powder) good for filling house rubble foundation ie. from ground level to floor level? Now a days its commonly used in Kerala due to scarcity of other filling materials, but I'm a bit doubtful about its usability since it acts as rubber in wet condition and returns to same condition in the presence of water even after dried..

Constructing horizontal rcc belt just below windlow level for earth quack resistance?

I'm building a new house in kerala (seismic zone III), and following the traditional building practice, ie. Rubble foundation+RCC belt+concrete brick wall+ RCC Lintel+ Concrete brick wall+ RCC roof, due to non availability of earthquake resistant building materials ie. bricks with holes for vertical reinforcement etc and technical expertise. I've read somewhere that an additional horizontal RCC be.
